In addition to what fab five has said, they have also said that enough managers will be promoted to fill D.III to start the second season, then enough to fill D.II for third season and finally enough to fill D.I in the fourth season. This is all covered in the News posting.
As for how many active owners there will be at the start, how do you have any idea how many have signed up? You aren't taking this poll as having any value, are you?

Thanks for the info. There have been a lot of posts on this, and clearly I missed some key info in there. Hard to keep up sometimes.

I thought I saw someone say there were less than 200 signed up, but who knows? Clearly I've missed it on the other pieces here.

Organization: All teams will start in Division IV. The leagues will be filled in order, making sure each one is filled with human teams before going to the next one. A special promotion procedure will be in effect for the first 3 seasons; enough teams will be promoted from each league to make sure the next division up is completely filled with human teams. Human teams remaining in a lower division will be consolidated and moved laterally to make sure that as many leagues as possible are filled with 16 human-controlled teams. After three seasons, once the best teams promote to Division I, the country’s promotion and demotion will happen as in a normal country, though we will still keeping the lateral consolidation rule. New teams will join the lowest division occupied by human teams.

OK, I found this. Answers all of what I had confused. Posting in case anyone else missed it like I did. I-)
