Based on my experience, as a manager and as a scout, this is what you need

Div 5. OD-8 ID-9
Div 4. OD-10 ID-11
Div 3. OD-13 ID-14
Div 2. OD-16 ID-16
Div 1. OD-18 ID-18

The reason ID is higher is because it is so much harder to stop an elite scoring big man, say 15 IS, than an elite scoring guard, say 14 JS 10 JR. Others will disagree with that, but there is a reason why all the great NT's, and B3 tams run LI. It's because it's so much harder to stop. That and 2-3 isn't as good as 3-2 (however not broken...)

I wouldn’t say there’s a clear cut requirement in any division, it depends on your particular league and how you choose to develop your team.

For the record, I’ve never owned a player with inside defense above prominent.

BACK TO BACK CHAMP!
^sorry had to say it
It sounds like knowing tactics and how that works into your team trumps skill requirements

We have a lot of great outside shooters. Unfortunately, we play all our games indoors.

The level of defense that is needed is really dependent on your league and on your offense. If you only score 80 points you might need prominant for DV, while a DV team that scores 110 points a game might only need strong to be competitive. So there is no requirement of defense that you need.

Yeah I'd say that NBBA is more in the 16-17 range

Right, a solid understanding of the game engine and how your team functions with each tactic will give you a big edge over your competition. Of course, defense is the key to success, and good form and enthusiasm help to augment that. That said, I always prefer salary efficiency (my 112k guard has ID equal to my new 76k center).

I actually just ran some numbers through a salary calculator, and for me to upgrade my current inside guys to even wondrous ID would cost me around 180k. And against a guy with 18+ inside shot, 14 ID is still not very effective. So, instead, by investing in outside defense I can not only shut down the PG, SG, and SF, but force them to take shots as well by preventing passes inside and forcing last second shots. So, with that, I don’t mind conceding 50% shooting from the bigs. (35731201)

At the D. V level though, the most important thing is managing enthusiasm and form.

Div 2. OD-16 ID-16

I would say it doesn't need to be quite this high..

Maybe more like.. OD-15 ID-14. To have 2 semi-rounded bigs with 16 ID would be hard to manage from a salary department in II.
