Now seriously - it has been said before but still - the main issue with tactics is the double bonus.
When one plays inside, one gets a bonus to inside scoring
and a lot more inside shots. When one plays outside, one gets a bonus to outside scoring
and a lot more outside shots. This double bonus is the main reason behind balanced tactics being way inferior.
The issue will not be fixed in the game engine imo, so we need to accept it as it is. GDP was something that helped a little, now those intended changes could be another small step in the right direction. The underlying cause still stands though.
If it was to be fixed though, I believe it would be much fairer (causing a lot more tactical diversity and balance too) to have a small penalty (like 5-10%) to the chosen type of offense (inside/outside) balancing out the advantage of taking a lot more shots of the chosen type.
