Balanced or inside SF...you'd have to start to train OD as soon as possible.

It's never a bad thing when a player can player more than 1 position.
Most of the SF's on the market have better outside skills than inside so making an inside based SF that can play equally well at PF will probably be your best direction.

no matter how multiskiled he will be, he still should be enable to defend. So id say atleast 14 OD and 12 ID and like 12-14 passing. Cause low passing slows down ur offense and you prolly dont want to sells him cause ball gets stuck in his hands every possesion. You should decide the rest of the skills according to your needs. But id love inside oriented sf since every sf in the market seems to be outside based. So it should become ur advantage against oponents. ID also like some decent rebounding, this would enable you to hire less salary monsters at c and pf spot.
