the draft is available for canada and the us,i didnt hear its available for other countries yet

Go to "Rules" then "Draft" and click on "Edit Draft Order". It's there.

Just a quick question: Are we all definitely going to get the draft lists this week, or is it going to take so much time that there will be carry-over into next week? And if this is the case, does scouting for this week count towards this season's draft or next season's draft?

I believe this weeks scouting will go towards next years draft. Not sure why USA and Cananda (the only two countries I'm aware of having their draft lists) have their draft lists, but it's a manual process for the BB's so maybe they started and haven't got around to finishing it yet :)
