I agree that overall gains for the average manager at 5-th spot is bigger than losses. But like I said there are different goals for different teams. To a strict training team loosing one training game might be a bigger problem.
I agree that the punishment for WO is too low. It's hard come up with a solution or a fairer punishment. GS drop does nothing only losing money is the language that get's through:) Perhaps teams that use the WO get fined in the sum of TV contract money or player salary minimum for the league. Maybe the other way around this would be raising the playoff teams income (with playoff tickets returning 1.5 times income) with arena revenue split evenly between teams. This way the homecourt advantage teams would not make enourmous profit and the away players still get better revenue. Thoughts?

I think that teams should not receive TV income after the week where they did the walkover. It's also pretty realistic; nobody is watching the game, so TV is losing profit and they fine you.

I like this idea. WO loses HC Advantage the following week, for every week that WO (to include Relegation/Play Offs).

WO team loses his TV Contract for every week he WOs. This Money is then divided amongst the other teams equally.
(Not only does he lose the money, but he gives every one of his competitors a slight boost).

Now, the HC Advantage may just help him Tank more, but you start taking his money and giving it to others and that will affect him. For instance, if a Team in an 8 Man Conference of a Division were to WO for 7 Consecututive Weeks then he just paid each of his Conference Rivals a full weeks worth of TV Contracts. That would be pretty huge. Just doing a WO once would mean he loses a full Weeks worth, and each team gets 1/7th of a TV Contract Bonus. Not much on the opposing Gain, maybe 1-2 V League Salaries, but still helps.

If a Team has Home Court and WO, the Away Team should get the Merchandise Sales/Gate. This would be very huge, and very hard to make up. People would have to really consider if they want to WO or not then.

This giving teams in the leagua a cheating option in smaller countrys. One multiaccounter creates number of teams in a small country. Deliberately creates walkover to get more income. I believe only punishing the team is enough. No need to go spreading the revenue around.

You can have multiple teams? I thought that was a bannable offense. A cheater will cheat, period. It's up to the people that enforce the game's rules to keep an eye on those. Still, I'm good either way. Just figured making your enemies stronger while you make yourself weaker would be a huge reason not to WO.

Ofcourse it's a bannable offence. But I'm pretty certain there will be managers that will cheat. The obvious ones do get caught, but there are more clever cheaters. I just don't like the idea of creating a loophole (when it's not really needed) that can be abused. It creates extra income for the teams in the given league, which is unnessesary.
