I am in favor of the proposal.
Generally speaking I look upon it as a possibility to create higher competitiveness in leagues which lack enough users to be satisfyingly competitive for the already existing domestic users, I suppose that will happen not only through the creation of secondary teams, but also through the increased motivation of domestic teams to compete with active users. I see it as a kind of a greenfield investment in the playing economy of these countries, experienced managers will serve as a boost for the development of BB basketball in those countries. Of course all this is based on the assumption that the majority of secondary teams will be created in those countries. However, even if the majority of secondary teams go into large BB countries, which I do not predict, some of them will surely finish in smaller countries, which can still be a boost, having in mind some of them count less than 10 users.
I have read a major part of the discussion and I see there are people who are willing to buy supporter because of this innovation. I may be one of them too. Thus, there sure will be financial benefits from it. I don't see any financial shortcomings that might result from it on the other hand.
I don't see how it might reduce cheating since whenever there appears a new instrument of playing, it opens up the door for crafty and cunning people to use it as a cheat, but that should not be a reason to backtrack from the innovation, majority of the people do not cheat and I suppose that everywhere in BB world ( I am assuming this from the example of Serbian BB community) cheaters are more or less easily identified but hardly prosecuted because of the lack of proofs, still they are not so well respected and I don't think they can ever achieve the same degree of pleasure from their gaming success as the ordinary players do, and that in itself is a kind of a "moral" sanction.
As for the problem of foreign managers, I feel it might struck a chord because of the BB's territorial structure. However, as I was able to understand there exist in lot of countries, players who are only residents or dual nationals so I don't see it as a big problem in cultural terms. I am sure that, again, the majority of players will choose countries to which they are attached in some way, and will certainly try to get in touch with the local community, and not act as complete aliens, bear in mind those will be supporters, players that spend lot of time playing this game and certainly care about their reputation in BB community.
Supporters already play private leagues in which they can experiment even more than they would do with secondary teams since the competitiveness is not all that important, therefore I do not see the objection of supporters gaining further tactical advantage valid enough.
I find that secondary teams must be allowed to compete in BBB, however if it happens that both teams from the same user have qualified for the current season tournament, then the secondary team should be prevented from playing. That way the challenge for the double team user and the certainty of fair play for the rest would be preserved.
