'Tools' are always created by users, never by BBs
Because tools are meant to help users, and they try to get as close to reality as possible, BBs can't make the tools as then they would just be giving away their formulas.
An other reason why BBs wno't give out tools is because then, while it is meant for everyone to learn from his own experiences, and create theories to go by in the game, will become common for most of the users and they would all start acting and 'thinking' in the same way, instead of having their own way to look at things.
So if you want a specific tool, you can best write one for yourself, because you know exactly what you want it to do.
If you can't, try to find someone who can write, and then tell him what it exactly is you would want the tool to do, and hopefully he'll be able to make it for you...

It is a good idea, I did it a couple of months ago.

It is merged with our NT database. You can login on BT DB menu with you security code and try it. Select the training speed analysis menu.

I find the training speed analysis a bit inaccurate though. It tells me my U21 NT PG will pop in JS every 4 weeks using a level 5 trainer, which just isn't right... and my 24 year old NT PF pops in JS every 3 weeks, but the tool is telling me 8.5 weeks per pop.
Looks promising though.

Can you write his paramaters?
I tried it with my PGs, JS training for wingmen, they are 19 years old, 183 cm high and I have level 5 trainer too. I've got 2.78 weeks/pop for JS skill.
