what i meant is,
since those players who didnt get to play in the playoffs get to reap this benefit if they decide to expand their arena. since no more games, unless scrimmage attracts a lot of fans to watch since its free. also only given one chance so they better plan hard. lets say instead of 11 days normal they get 50% or 60% off THE TIME NOW TO GET IT DONE.
on the other hand, those eliminated in the playoffs if they decide to expand arena they also get to benefit a bit faster but not the same as those who didnt qualify for the playoffs. while here also only one chance but gets 33% off the time needed to finish the project.
while those who get to ride the whole season and end it after the finals somewhat experience a fast or 25% off the time frame needed.
this is not when there are still games played on a normal basis excluding scrimmage, since the reason why our construction projects get delayed is due to the ( i think ) " unsaid rule " that they wouldnt want it done just before a game or right when there is a game. since its the offseason nothing bothers the construction work, players, fans etc arent thinking much of basketball except the management. so nobody comes to the arena to see.
