in the fan survey are never both above 4 balls from what I've seen and understood. Generally my "not afraid they will be transferred" is around 1-2 balls and "improve the team" is 4+ balls. Went and kept the same team for a couple seasons and it flipped a little bit. Never have I ever had 4+ balls in both though.

Traditionally "working hard" has been always over 4 balls and "star player" has been less than 2: it only started to be decent after 4-5 seasons when my main trainee has become one of the best players on my team (possibly the best at the moment).
