It's only in effect if you have really low salaries. BB wants you to be competitive, and have set the salary floor as the minimum amount of salary you need to have in order to be the least bit competitive. So if you just put a little effort in getting a good team together, you won't have to worry about it. If you are above the salary floor it does nothing, and unless you're trying to have as low salary costs as possible, you won't be under the salary floor.

So let me get this straight, if my player salaries are above the salary floor, I don't have to pay the salary floor? For example, my salaries are 67 thousand and my salary floor is 35 thousand. Do I have to pay the salary floor?

The salary floor is a minimum you have to pay for player salaries even if your players don't have that much in salaries. For example, if you have salaries of 30K and your salary floor is 35K, you have to pay 35K. However, in your case, since you're above the salary floor, you only have to pay for your players' salaries.

It is as #Thuglife explains. It is the minimum wage you need to pay, regardless of the total salaries of your players.

The salary floor means you have to pay at least $35000, even if you had no players for example. If you have players with salaries of more than $35000, you're already paying at least $35000 so the salary floor is irrelevant to you.

Like people are saying, this was to prevent tanking. Suppose you were in the NBBA for example, you have really high attendance revenue and TV contract. Suppose you wanted to tank and there was no salary floor, so you sold all of your players and bought 3 $2k scrubs. You would make a huge profit, but since you would be completely uncompetitive it wouldn't be fair and would ruin the game for other players. So the salary floor provides an incentive for you to at least keep enough players to be competitive.
