Yes I understand that. But what works in a big nation is very different then a small nation. We need to make this game good for everyone.
I can see this being individual for every nation. But unless we want to see more and more nations going into merges I think we better do something.
I understand what you're talking about, but I don't think that's the right solution.

If you don't want to see more and more merges BB should:
- Work on advertising
- Make an mobile app
- Make campaigns with managers from countries with low number of users

How could this system bring users? You need to get them register first on BB, show it somewhere, as an add or something, advertising..
When a new user start playing BB, I don't think that the league structure will be his biggest issue. We must find a way to get users to BB and make them stay, to make the game for them interesting (BB have done some things like the star players you get and etc..)

But lets say it will help smaller nations, that would be a smaller number of satisfied users, on the other side you will have tons on unsatisfied people for medium or large countries, lot of them will drop divisions and loose the interest in the game.
Imagine a guy drop to a V or VI league, or he start playing there as a new user, the first thing he will imagine is that he can never go to the top division of his country, that is impossible and probably quit.

I'm really sad when I see things like Egypt on BB. A country with 85 million people have just 1 active team :S
Something is wrong with that, can't be that just one guy of 85 mil love basketball and play it online.
People probably never heard of the game, that's the problem...

What about the economic parameters? The problem is that you will increase competition within the same level but stifle it between levels. In essence you need twice as many promotions to get to the top and every time presumably there will be a skill and economy gap.

I would actually prefer this system but unfortunately it would probably just lead to more people quitting than sticking around. The 12 largest nations in this game, the ones that would need a D5 in this new configuration, make up about 60% of the users. Nations of under 100 users, even though there are many of them, make up less than 10% of the users.
