I prefer to use Potential Score instead of two numbers for cap range.
This value shows how many potential was used and it's easy and intuitive to see how many potential remain to train.

For example potential = allstar means that player should be capped when Potential Score is between 6,00 - 6,99 (depending on sublevels of potential). For other levels of potential it works analogical.

So there are two things that pertain to your question:
1) there are sublevels of potential and
2) a player doesn't have a cap really, just a point at which training slows down.
Saw this in another thread. These people seems to believe that there are sublevels for potential, as do many other people who replied on the thread. Feel free to look up the thread "Buzzer-Manager/Training calculator/cap". It talks about it a bit. Maybe I misunderstood it, or some of the messages, but this to me made me believe that their are sub levels of potential. Maybe someone else can chime in on this thread and let both of us know.
