I don't know if you can tell the salary as accurate as the poster above me did.
But with both, star rating and potential rating, anything below 3 balls is usually not desirable to draft. To me personally, potential rating is much more important.

Star rating gives an indication of how good his current skills are while potential relates to how much training he can get before training hits a soft cap and slows down a lot.
