it doesn't matter if you invest in draft or no,you get the draft list.you just need to find it.Right now,he is not in the left side,like few seasons ago,but in Menage my team-->click on the up-right rolling menu and select edit draft order.

If you put no money into scouting you get 14 scout reports, anything you pay into scouting above that adds onto that base rate of 14.

The link to the Draft list is there but it will be blank until the conclusion of the season when you then get ample time to change the order of the list and prioritise those draftees that look the most promising.
