I will throw out some more ideas in the hope to help you find a solution.

The issue is there is a lack of balance.

... I suggest the following about hoarding etc.-

#1 fix the micro situation such that being a top leagues means its competitive.
#2 Relate this luxury tax to league level
#3 additional measures to REWARD competing teams and CAP low division team asset growth.
...
DI in big nations needs not tax on banked money, and no training cap. TO me for the lower division, the lower the division, there should be a tax on large bank accounts and a cap on the level of players they can train.

Well, I had some idle time for a few minutes and read the post I quoted from. His idea of correcting a "lack of balance" is no tax and no training limits for D1, and taxes and caps for the lower divisions. Yes, that's a quote! Is that the most blatant rich-get-richer scheme you've ever seen? The sky is the limit in D1, but you lower level guys get taxes and caps to your training ... and good luck! 8}

P.S.

Another, even bigger problem in the game- is that there are teams that were really strong, in the first division in their countries, that sell all of their players, tanking for one season, relegate to the II, but then back with more money, like with 5 mil more because of the taking.

That's why I offer to reduce the money from tanking by using the fans- bigger teams that tanking in higher divisions will suffer more.
In smaller divisions you will not earn a lot of money because of that, but in higher division you will not think about tanking and ruin your league for the money.

In Israel right now 3 teams are tanking in the I division, in the blue side only!!!
Another team thought to do that to.

This is another problem to be considered, that's is why I think my formula will work.

Coming up with a complex formula that takes into account fan expectations with regards to money being spent by a team versus their position in the standings is not a bad idea. It's not impossible that something like that could be implemented one day, but a lot of thought would have to go into it to make sure that it's fine tuned to be as flawless as possible.
It does not have to be perfect. You can code 3 formulas and run it in parallel in a few fake leagues at different levels (where Marin+other GMs run all teams). Then pick the one that seems to be working closer to expectations and implement it. In the following few seasons refine the weights in the formula if needed.

A Fan Survey reworking has been long overdue anyway.

I didn't talk to you, I talk to anyone here.

Teams in micro leagues will suffer too from the crowds, you have no point.
I don't care if they will earn 4 or 5 mil, it is nothing, and it's not enough to influence in B3. not even taking the title in their micro leagues.
If they start to earn 10 an above, then they will have the damage I have already suggested.

The micro leagues is a small part in BB.

What is your way to decide who is micro and who is macro? for me 3 leagues like in israel is macro enough.

My suggestion can work in both cases. you didn't explain why not. You try to make me sound like someone who delete many users, what is not true.
I offer to cut enough money every week to "kill" the profit that tanking team can do, when they have 10 mil or more in cash. 10 mil it's a lot of money in a strong league and in a weak league. in one league it's the difference between 4 players + 10 mil or 7-8 players and 1 mil for example,
in a weak league it's the difference between 0 players and 10 mil to 7-8 players.
In both cases the fans should be upset, am I wrong?

The solution will come from the fans. I offered smt, someone can offer other thing- but the solution will come from this.

Also, a new “luxury/hoarding tax” is being considered. Teams that have amassed extremely large sums of money will be taxed to disincentivize hoarding. More details to come next season.

I am very concerned about this idea. I think it can be very counter productive. Please discuss !

Not a good/smart ideia.

I will take more players out of BB (even more i shall say).

Stop this for the sake of BB.
