At least level 5 makes a diference.
Hey, I've noticed that some blocking helps on defense. I have a PG/SG with 7 on the skill and is in the top 10 of my league in blocks! But I wouldn't give a lot of trainning on this skillsfor salary reasons.

I have no doubt that shot blocking helps on defense, even if you don't notice that in terms of blocked shots made.

Yes,I also think that the higher Shot Blocking skills, the higher salaries will be!Jump Range and Shot Blocking must be controlled at a lower level.

i have sf with 7 blocking and 2 game this seazon he made 8 blocks per game! averages like 3.4 blocks per 32 mins, id say that really helps, atleast at weak leagues like V and IV

You have to take into account that this happened against very weak opponents. I have a SG with Respectable SB; in D.IV and D.III he had 0.7 - 1.3 blocks in average; but in D.II, he can't get past 0.2. So in order for him to have same SB average in D.II as he had in D.III or D.IV, I guess I should train his SB up to at least Prominent.

My theory is this-
JS, IS and PA affect shot selection. THe more IS the more inside shots attempted. The more PA the less bad shots taken. The more JS the more bad shots taken (since outside shots are usually bad shots in this GE ;))

From pure observation (no hard data) JR also alters shot selection. If a player has high JR, he will try for more long-range shots and since OD is universally overtrained, he will fail most of the time. If a player has low JR though, he will try for more midrange shots and be also more successful. If you play Motion with a PG that has low JR, but high JS and DR, he will mostly drive and shoot midrange shots. If you put a JR monster on same spot, he will mostly shoot from distance. It's also worth noting SG spot will almost always take more longrange shots than PG or SF.

IS is important for SG's and PG's, i know some managers might disagree. It really depends on what type of offense you usually play with, having high JS and JR can be very useful for 2-3 types of offense (figure it out). So my best answer is YES it is important and NO if you purely want to have an outside focus, hope that helps.

Right. I didn't see it yet (I mean C), but I have a lot less games under my belt than you.

I forgot a thing about JR from my previous posts: because high JR guys take more midrange shots and generally fail because of high OD, then we view high JR skill as useless. Well it's not useless per se, but it's useless in a sea of OD 20. I also feel Handling is being trained way too low, since HA helps quite a lot to make a successful shot. Great passing helps too with the quality of shot and we know that's being undertrained also. But on other hand, since OD shuts down JS, JR, HA and PA to some extent...you really can't compete against it, right? High-end guards take a ton of time to train and then a ton of money to maintain...then a 20 OD guy comes along and just shuts down 6-7 seasons of work.
