Good point. Higher PR manager may be useful when tanking for higher revs

The small sample size that I have indicates that good PR manager helps you get more fans to buy tickets after a loss. I'm still not sure if he brings enough to cover for his salary. If you manage to win your road games, you don't need a PR manager.

So far I have not noticed an advantage to my level 4 PR Manager in comparison to a level 2. But I got him for 10,100 a week, National Appeal and for only 8K.
So I didn't bust my budget to find out.
However, I'll keep him around until playoffs when I will get a CI Manager. I'm not entierly disappointed since he only costs me 5K a week more than normal.
