Offseason is always a good time to buy Players, as many Teams want to stash some Money to buy rookies at the beginning of the new season.
Selling at the beginning of a season makes sense to me, as there is a lot of Promotion Money Floating around, the market is really active and some Managers might want to add additional pieces that fit in their new Training plans.

In my experience, you can get fresh trainees for cheap right after the draft. There's so much supply that some of them just slip through the cracks because everyone is bidding on another player. I bought a 18yo superstar with 51 TSP for 15k. Later on there won't be many trainees sold so if there's a manager looking to buy one you can get better money for it. There's a chance there are no takers though.

I always list my draftees for 1k immediately after they are drafted. I just don't want them to lose possible skills, even if that means I sell them low. Then again, I'm in a micronation where it's pretty easy to gain a fortune, so why not return some of it to the universe :)
