You should invest, but not to much. It all depends on how much money you can actually spend without worrying about finances. I say since your undefeated and will most likely win your league, go on and invest in 1 player. Only one because you won't draft highly or a really strong player due to your team already being strong. But you never know if you might come out with a starter or superstar.

How much you spend on the draft is purely up to you. There's no generic, one-size fits all recommendation. Scouting helps you make more educated guesses, but the draft continues to be a lottery. How much do you feel comfortable gambling?
That being said, if you are relatively sure you're going to promote, and you don't believe you have a team that can compete at the next level, you should look to upgrade during lulls in the transfer market. Don't wait until you have already promoted.

Last year i finished first, spent about 5k per week and didn't get anything worthwhile. So this year i won't spend money in scouting. My advise is to keep those extra $$ and buy a good, solid player for the next season, if you promote

This is my story for your reference. Last year I finished second in the league and I spent $0 in scouting, hoping that I can get a usable player by pure luck. I turn out get an allstar who I play in cup this year and 2 rubbish. Considering that I haven't spent a penny, this drat result is acceptable. This season, I'm undefeated right now and I'm sure I can promote in the next season. With the 16th pick, my expectation is low. I only scout 2 players last week coz I want to try the new draft system (but the 2 players I randomly choose to scout are bad ><)

I do think saving money is important. Coz if you promote, u'll need to buy 1 to 2 already decent player so as to aviod being an "elevator". Also you need to expand your arena which also cost quite an amount of money. (I personally don't like the idea of selling all the players and then buy a whole new bunch of players)

But you may consider a few factors before deciding scouting or not and how much to invest. For example, are the other managers in your league keen on scouting? If no, you may still have a good chance to draft a good player at 16th pick. Also you need to think do you plan to train next season. That is, do you want to train your trainee or just sell him to make money. Personally I would not think my draftees are money-maker tools because the transfer price of draftees varies a lot even if they have similar potentials and skills. You'll need to take a risk. And I also think that the quality of draftees is decreasing in recent seasons.

Well you have 5 teams (you included) who have logged in recently on your side of the league and 6 teams from the other side. What is important is how much are the other teams investing. You can see this from the finance page. New draft gives you better chances of getting a good player if you invest and others do not. I invested 10k/20k a week last season. A lot of the teams did not invest at all (just because the old draft was so random). When the new draft hit they started to invest something (great thing with the new draft is --- no info if you don't scout at all). I pulled out a draftee with good potential and great skills. 200k invested 1mil received. Drafting absolutely blindly is not the way to go imo. With some luck you might get a good prospect in low divisions even finishing 1-st (once again I did that in divIV 2 mvp potential draftees).

You spend 5000 a player or 10000 depending on how many you scout each week. I would spend 10000 each week on 2 pl., cause it's resonable, and will allow you to get at least one decent prospect. 1 to 2 -ballers scouting is a no brainer, cause you get 17-19 players for the price of 10. Grey balls mean absolutely nothing!
