5 balls is the most. 1 ball is the least.

I presume you mean that the best potential on your league's draft list out of the ones you can see. It is quite likely that there is a 4 or 5 ball potential that you just didn't scout.

Thank you. I am aiming for allstar+ potential in my trainee. how many balls is that. also, I have been scouting 20k per week(3 players) will I get see their potential, or have i not scouted enough

this season's draft list won't change , whatever you spend on scouting from now on will be for next season's draft list

3 is said to be star or all-star. So, to answer your question: 3 or more balls.
