At your level, respectable passing is not enough if you want him to organize game, you may need to train him to have 3~4 pop up on passing first, this is whati can comment.

Btw, it's is still an ok deal if you do above suggestion, otherwise you will waste his 20+ handling & driving skills, because they work with passing during the game. Besides, good passing PG can help your big men score more easily to beat strong inside defense opponent. That means training him up can help your full team & whole game flow.

He can't train him. He is capped. Maybe a Princeton team could use him?

he is 25 year-old only, i think it's too soon to say being capped.

once a player being capped (e.g. 25 year-old), will he start to drop skills level like aging rosters?

no capped means he has learned so much, that it is hard to teach him "new" things. With a high potentialyou reach this point later.

for this player, with potential "allstar", he reaches the cap, when training pace dramatically slows down, at around 40k salary.

With Respectable passing he wont be doing anything for your inside game. As others said above, I'd just sell him.
