That's actually a good compromise, I like your suggestion. Especially because - as you pointed out - the GS hit is really just a minor inconvenience, only taking effect if you want to sign a player right before an important game. If you plan ahead, you just sign him on wednesday/ thursday and with good minutes, he's back to a good GS on friday ...
and also it would be interesting to see how the transfer market will respond. I guess that in the off-season players would become very expensive as the enth-hit wouldn't matter any more and maybe during the season, transfers would only make sense if you've already got low enth. (e.g. after a CT-match) ...
