I have recently gone through somewhat the same exercise althouhg I am not in a full re-build because I want to hang around D.III. You definitely need to set some goals for your new team. If you want to make it to D.II then you need a minimum potential of all-star for a passable starter at the D.II level (probably an exception here or there). Use your experience from past seasons to determine if you need to re-balance your training. I had a solid defensive team (on of the better ones in my league before I started re-building) but had trouble scoring, especially from the perimeter, so I am trying to focus a bit more on offensive skills in training now. I am also trying for more balanced players that aren't confined to single positions. So I am moving away from bigmen with poor OD that will only be able to play C. Or guards with poor JS/JR that can only play PG.

I am not following the US born route. I find it confines me too much and I have never drafted a player I thought it was worth training

I sure hope that doesn't happen any time soon, I'd need to do some major restructuring. But I don't foresee any major changes to tactics in the near future, so if a team is training bigs, buying guards with OD/PA/DR/IS that may be lacking in JS/JR will often be a good decision.
