They are a way of rewarding someone input or thank for help. There are ways that managers can get the numbers inflated to help with Achievements though so the measurement should not be taken as gospel.
I do believe though that you should be weary of managers with 28 balls or less though... ;)
If they had a +2, I'd contemplate using it just because. I'm not contemplating it enough to give a +1 where needed though. ;)
