The fastest training for developing a quality guard is 1 on 1 for PG/SG and OD in first season (half of each). That's how these three players were trained and they were/will be the top of their class with a salary you can afford:

(21392088)
(21393889)
(18383496)

So 1 on 1 and OD is basis; in the 2nd season you can then choose if you want to develop a SG, PG or combo guard.

Do you think this is possible?

As PG:

JS 11, JR 8
OD 14, HA 13
DR 13, PA 14

As SG

JS 15, JR 12
OD 14, HA 13
DR 13, PA 6

These skills are just guidelines. Choosing Peter for U21 will also depend on the generation - if it's bad, the standards are lower and viceversa. But if you train him regularly with 48 min per week and one position where possible, he will be in U21 for sure.

wow those are high requirements the last 3 u21 i trained was a bit lower than that but im glad its this high cause its gonna be a real challenge , and I like challenges , I know its just guidlines but dont most u21 teams require a pg's jump range to be 10 or higher

I don't want to sound arrogant like someone already pointed out, but I may be a better address for such a question.

but dont most u21 teams require a pg's jump range to be 10 or higher

Why would you waste precious training time to develop a mediocre shooter/solid PG who does everything pretty good and doesn't stand out at anything?

i agree with you totally but a lot of u21 managers and scouts i have dealt with in the past always complain to me about why isnt my pg JR higher than 10 i always asked the question wouldn't you use the training time to make a pgs passing handling or driving more enhanced but they always disagree . my last u21 pg had a Jr of 8 and a Js of 16 and passing of 15 (one of my best trainee in the past) i wanted to raise his passing even more but the espana manager at the time said if i didn't raise his Jr to 11 my pg couldn't join the team , at first i was gonna just forget about him joining the u21 but i had a goal in buzzerbeater that every season i will have a different u21 player on my team ( so far this is my 3rd season straight having a u21 player on my team ) so i just raised his Jr to 11 so all that hard work wouldn't go to waste.

I admire your determination OD is severly overtrained and JR 9 or 11 doesn't make a lot of difference - at least I see it this way. Passing and Driving are two of best weapons against high OD, especially on PG.

JS 16, JR 8 and PA 15? Whoa, hell of a player. To be honest though, I like PGs with DR and PA higher for at least two level-ups than JS (for U21, NT is a different story).
