ofcourse. number 1-4 from both conference participates in the playoffs. The winner gets to promote.

but at the end if u dont win the playoffs is there any chance to promote ur team?

There was a compacting of active teams to higher levels during the bot cleanup last offseason and I think it will be done again. This way leagues can be completely filled with active teams.
