I am not sure if this is not already the case but when a new teamis assigned to a signup and they are being put in a well developed division (i.e. Italia Serie A) are the new players in the team being developed to a similar level to the other teams?

probably not. I think all new teams have to start at the same level. That's why new teams shouldn't begin at high divisions, always on the lowest.

Some exceptions will be opened now because of the big cleanup but I think people will still start with a standard noob team and have to work with that.
