i ve read it but still it does NOT tell me how i can get scouting points

Go to "Draft and scouting". On the top left corner you see the options- No scouting ($0/week)
2 points/week ($5000/week)
3 points/week($10000/week)
4 points/week($20000/week)
6 points/week($40000/week)

Select the amount and start collecting...
