imagine you have a really big private league, 16 teams. If there are playoffs, would they be played one game a week, thus lasting several weeks during which the non-qualified teams would not have a private league game? (Maybe then a big private league should not have playoffs.) Or would the non-qualified teams get smth like 'automatically scheduled private league scrimmages'?
also, with 16 teams, would they play in one 16-team-conference (wow!) or would they be split in two conferences like in the public league system?

Teams that don't make PL playoffs don't get any more games within that league. However, you're then immediately free to seek another PL.
Also, a 16 team PL is one big conference.
