Yes, at the start of the season, and you need to pay a fee.

edit: at least i think you need to pay a fee

Yes. At the start of next season during the offseason you can pay $100K to change your team name.

It's pretty expensive, don't waste money on that. You may change the name of your arena at any time for 10k, that's much cheaper =)
