Are retired players ever gonna play again because i have seen some that say there retired but are on the transfer list.

If there is a player that has retired by the owner, that means that the owner is retired, but the player is. If ypu find a player that is retired with no stats actually retired, and there are no stats or anywhere to bid, then no, the player will never play again.
