im a new manager looking for general advice on a couple things please help on.

how long does it take for players stats to level up while training.

which type of players should i transfer first

Firstly welcome.

Player stats depends on a number of factors, like potential rating and the number of minutes that player has played in that respective position (usually want the player your training to have at least 48min of game time, but no more then 90min). Also you will see in your training option different stats or aspects you can train up. I recommend reading the game manual located on your left to understand what each type of training does.

And what type of player really depends on your current team set up, try not to spend too much on players and if you do keep it cheap but decent players that will help your team as a whole.

but say if i have a point guard and i want to improve skills such as his inside scoring. how do i do that?

Firstly i think you should do a look around on the forums, a lot of discussion on player skills and how to train.

But i put it simply, if you want to train your point guard inside shooting then you go to your training page. Set it to inside shooting and then which positions u want the training to cover. BUT i think it will only be effective when your point guard plays a forward or center position for the week.

TeewhY is right, if you want your guard to train inside skills, he has to play at the position you choose from the Training menu (PF, C, whatever). So he might be really bad in your game at that position, but at least he'll get training.

Quite honestly, I wouldn't worry about cross-training players like that for a while. I would focus on getting guards the best guard skills that you can. If you have any questions (I'm the NZ National Team coach by the way), feel free to respond or send me a BB-mail!
